<idPurp>The NWT has been divided into Management Zones and Areas for the purpose of conserving and managing wildlife in the NWT. The larger zone boundaries are named and may be subdivided into smaller areas to meet specific management requirements. These boundaries are updated as required for wildlife management purposes. This dataset was originally created to support the 1998 Revision of the NWT Wildlife Act and the applicable Regulations to ensure that the boundary of any wildlife area was accurately mapped at a scale of 1:250,000. The metes and bounds descriptions and corresponding boundaries in the respective Regulations have been updated to be in compliance with the 2014 update to the Wildlife Act and to fulfil a commitment to comply with metes and bounds descriptions in paramount legislation from Canada and the settled land claim areas in the NWT.
These boundaries have been described under the 2014 Wildlife Act in the following regulations: Wildlife Management Zones and Areas Regulations, Inuvialuit Settlement Region Aklavik Hunters and Trapper Committee Regulations, Inuvialuit Settlement Region Inuvik Hunters and Trapper Committee Regulations, Inuvialuit Settlement Region Olokhatomuit Hunters and Trapper Committee Regulations, Inuvialuit Settlement Region Paulatuk Hunters and Trapper Committee Regulations, Inuvialuit Settlement Region Sachs Harbour Hunters and Trapper Committee Regulations, and Inuvialuit Settlement Region Tuktoyaktuk Hunters and Trapper Committee Regulations. Data was originally stored in PBEAR97 Arc/Info coverage. The data has been updated in 2012 as PBEAR12.shp.

Previous maps of the Wildlife Management boundaries were manually drafted on maps at a scale of 1:4,000,000. The data has the potential to be used for a variety of other wildlife management purposes. These boundaries have been legally described as part of the Wildlife Act Regulations. These boundaries have been used as the basis of the maps used for the annual Hunting Regulations Maps. Boundaries have been updated as required due to changes in the legislation.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;All digital spatial boundaries and the respective metes and bounds descriptions in the all Regulations have been updated to be in compliance with the 2014 update to the &lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;Wildlife Act&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN&gt;&lt;SPAN&gt;.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN /&gt;&lt;SPAN&gt;No meaningful changes to boundaries were done as part of this process. Changes were made to conform with metes and bounds descriptions in paramount legislation from Canada and the settled land claim areas in the NWT&lt;/SPAN&gt;&lt;/P&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;The key changes have been as follows:&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;OL STYLE="margin:0 0 0 0;padding:0 0 0 0;"&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;All boundaries and metes and bounds descriptions are now compliant with what is included in the applicable land claim agreements and other relevant documents.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;All boundaries now reflect more current and accurate digital boundary features that are now available.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;Management Units have been changed to Management Zones.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;The following species have all been gro&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN&gt;&lt;SPAN&gt;uped by Management Zone (excluding Zone I) within a set of regulations called “&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;Wildlife Management Zones and Areas Regulations&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;”&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN&gt;&lt;SPAN&gt;: Wildlife Management Zones, Polar Bear, Outfitter Areas, Wood Bison, Barren Ground Caribou, Muskox, Wolf and Wolverine.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;The following separate Regulations have also been updated: Registered Group Trapping in &lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;Trapping Regulations, &lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN&gt;&lt;SPAN&gt;Bison Control Areas in &lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;Nuisance Bison Control Regulations&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN&gt;&lt;SPAN&gt;,&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;Wildlife Preserves,&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN&gt;&lt;SPAN&gt;and the Mackenzie Bison Sanctuary in &lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;Wildlife Sanctuaries.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;The following Inuvialuit Settlement Region Hunter and Trapper Committees Regulations have been updated: Aklavik, Inuvik, Olokhatomuit, Paulatuk, Sachs Harbour, and Tuktoyaktuk contain as applicable the following species: Polar Bear, Barren Ground Caribou, Grizzly Bear, Lynx, Muskox, Wolf, Dolphin and Union Caribou, and Peary Caribou.&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;The following data and metes and bounds descriptions were updated, but the Regulations were not: Border Licence Areas (&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;Wildlife Licences and Permits), Critical Wildlife Areas &lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN&gt;– &lt;/SPAN&gt;&lt;SPAN&gt;therefore the boundaries have not been changed.&lt;/SPAN&gt;&lt;SPAN /&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;The digital boundary and metes and bounds description of the Thelon Game Sanctuary will be updated in conjunction with the &lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;"&gt;&lt;SPAN&gt;Land Withdrawal Order (Dubawnt Lake), NWT Lands Act&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN /&gt;&lt;SPAN&gt;as they cover the same area.&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;Wildlife Regions were deleted as they are a residual feature from pre-Nunavut.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;Since the Act has been passed, there have been a few updates to descriptions and boundaries that are reflected on a case by case basis.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/LI&gt;&lt;/OL&gt;&lt;P /&gt;&lt;P /&gt;&lt;P STYLE="margin:0 0 14 0;"&gt;&lt;SPAN&gt;&lt;SPAN&gt;The following attributes may be present in each attribute file. <statement>As part of the 1998 Wildlife Act, all Wildlife Management boundaries were drafted onto hard-copy 1:250,000 NTS map sheets that were then digitally produced at a scale of 1;250,000. Previous maps of the Wildlife Management boundaries were manually drafted on maps at a scale of 1:4,000,000. These new boundaries were then used to create the original 1998 Wildlife Act Regulations. Specific boundaries have been updated as required. These boundaries have been used as the basis of the maps used for the annual Hunting Regulations Maps. A major reason for updating the metes and bounds descriptions in the Regulations as part of the 2014 Wildlife Act update is that, while the original intent of these boundaries was that where they were based on final land claim boundaries, the wildlife management area boundary would also follow the land claim boundary. This did not always occur and there are some locations where the boundaries do not match. Both sets of boundaries were correct as they had both been legally described. The discrepancies will no longer be there once the legislation has been updated. The 2014 Wildlife Act update then required the various regulations to be modified/updated to correct the differences between Zone boundaries and Land Claim boundaries, and to use more accurate digital base data that is now available.
The key reason for metes and bounds updates, and thus the spatial boundaries, was the requirement to be ‘consistent with land claim boundaries’. Where applicable, the specific wording or coordinates from the application federal acts were used to source coordinate values or features that were used to indicate boundary locations. Coordinate values remained the same, but an ‘approximate’ was added if there was a difference between actual spatial coordinate location and that from the documentation. All original metes and bounds descriptions were reviewed and were updated to be compliant with the applicable land claim agreements and other relevant documents. This included reference to the applicable metes and bounds descriptions from the Land Claim Agreements, the metes and bounds description from the Yukon Act, the Nunavut Act and the Canada Parks Act.

A: The following federal datasets were used as the basic digital framework:

2. National Framework Canada Land Administrative Boundaries Level 1(CLAB), current as of June 2015 and downloaded from: http://geogratis.gc.ca/api/en/nrcan-rncan/ess-sst/eb3757cc-d08b-5e62-9a44-3a8534ff3249.html
B: The following adjustments were made:
1. The actual coordinates from the applicable legislation have been used, even though they might not match exactly what was present digitally, and if necessary put an approximate in front of it.
2. Where applicable, instead of extensive lists of coordinates that reference the NWT and/or a Land Claim boundary, the boundary was referenced as ‘following APPLICABLE boundary from Point A to Point B’. The rationale is that if the boundary for the land claim is ever updated, only the data needs to be updated, and there should be no need to update the description. 3. NTDB 1:50,000 water bodies and water courses were used where required.
4. Specific references to actual National Park/Park Reserve boundary coordinates have been removed from the legislation and data.
5. Zone R is the Wek’eezhii area plus the residual of Unit R. This resulted in a sliver polygon that was moved into Zone D.
6. In Zone I, all the islands between -136° 26' 54" longitude and -141° longitude that are within 20 statute miles of the Yukon shoreline belong to the Yukon and have been cut out wherever applicable.
C: Special situations:
1. Because there was such a difference at the Nunavut/Inuvialuit corner with the Amundsen Gulf between what is in the legislation and what is the actual spatial location, a very convoluted description that specifically identifies the source of the coordinates was used.
2. The source of the longitude being used in the CGB1 data coming up from MacDougall Pass on the NWT/Yukon boundary is actually the longitude of the survey point at MacDougall Pass. This often resulted in the addition of a coordinate pair at the low tide mark of the Beaufort Sea to reflect directional changes at that point.
3. The low tide mark of the Beaufort Sea that was originally used to create the boundary between this longitude and -141 degrees W was not the low tide/shoreline of any known water layer so, with assistance from Paul Egesborg at NRCan, it was determined to be a boundary from Stats/Elections Canada with some currently untraceable variations. The latitude coordinate value at the Beaufort Sea was left as is until it is determined which shoreline is to be used by CGB1. 4. Exact wording was used from the Yukon Act to describe the SW corner of the NWT with the Yukon and BC.
5. Removed all specific references to the 60th parallel of latitude and replaced it with the NWT/Alberta boundary as an example.( not all survey monuments are exactly on the 60th parallel)
D: Future updates:
1. Still using the Wek’eezhii boundary acquired from AANDC as wek’eezhii_jul1202.shp but adjusted it to follow the Sahtu boundary. Once a definitive boundary for the Wek’eezhii has been created, it will be replaced where applicable. Legislation has been updated to include the Wek’eezhii description where applicable.
2. Thelon Game Sanctuary and Dubawnt Lake Withdrawal Order digital boundaries and the Thelon metes and bounds description still need updated/created. References to the Thelon in other Wildlife Regulations have been updated.
3. The boundary between Zones D and U may be adjusted when the land claims have been settled in those areas. Neither the Dehcho Region IMA boundary (DCFN revised ima.shp) nor the original Unit D boundary matched. The following was used to adjust the boundary (recognizing that it might be changed again once the land claims have been settled):
a. Use the IMA boundary, from the Wek’eezhii boundary to -115° longitude
b. Follow -115° longitude south until it intersects with the south shore of Great Slave Lake
c. Follow the GSL shoreline west until it intersects with the east bank of the Little Buffalo River
d. Follow the east bank of the Little Buffalo River until it intersects with the northern boundary of Wood Buffalo National Park
e. follow the northern and western boundary of Wood Buffalo NP to the NWT Alberta Boundary
All boundaries were created using ArcGIS software. Once the boundaries were created, a final review of the metes and bounds description was used to review that actual boundaries and any required adjustments to either were made.
